The Assam Cabinet, in its meeting held on 06 October 2025, took several landmark decisions to strengthen governance, welfare, education, infrastructure, and healthcare in the state. Here are the key highlights from the latest cabinet meeting.

1. Securing the Future of State Government Employees

The cabinet introduced the Unified Pension Scheme (UPS) for state government employees currently under the New Pension System (NPS). This scheme ensures financial stability post-retirement.

  • Assured pension payout available upon superannuation after qualifying service or voluntary retirement.
  • Full pension rate set at 50% of the average basic pay over the last 12 months prior to retirement.
  • Family pension at 60% of the pension payout in case of demise, plus a lump sum payment on superannuation equivalent to 10% of monthly emoluments (basic pay + dearness allowance) for every 6 months of qualifying service.

Additionally, enhanced pay scales were approved for casual employees:

Fixed pay for 99 Grade-IV employees in the General Administration Department (GAD) enhanced to ₹16,400, equivalent to helper allowance.

Minimum pay scale granted to 1,231 muster roll, casual, and fixed-pay workers.

2. Financial Support for Tamil Nadu Accident Victims’ Families

In a compassionate move, the cabinet approved ₹5 lakh each as financial assistance from the Chief Minister’s Relief Fund to the next of kin of nine Assam residents who tragically lost their lives in a road accident in Tamil Nadu.

3. Extending Orunodoi 3.0 to ASRLM Community Cadres

The Orunodoi 3.0 Scheme has been expanded to include 10,186 community cadres from the Assam State Rural Livelihoods Mission (ASRLM) as beneficiaries. This initiative empowers women and promotes family well-being through direct financial support.

4. Easing Congestion in Silchar

To improve urban mobility, administrative approval was granted for the construction of an elevated corridor in Silchar (Phase-II):

  • The corridor spans 3.462 km from Trunk Road near Capital Point to Rangirkhari Point.
  • Total project cost: ₹564.50 crore.

This infrastructure project aims to reduce traffic congestion and enhance connectivity in the region.

5. Ensuring All-Weather Connectivity in Rural Assam

The cabinet revised the administrative approval for the Assam Resilient Rural Bridges Program (ARRBP) at a cost of ₹4,816.31 crore. This program focuses on climate-resilient infrastructure:

  • Construction of 350 new bridges.
  • Widening of 103 narrow RCC bridges.
  • Replacement of 694 temporary, collapsed, or distressed bridges with new ones.
  • Maintenance of 37 existing bridges.

These efforts will provide reliable, all-weather access to rural areas, boosting economic activities.

6. Transforming Healthcare in Assam

Approval was given to the Assam State Tertiary Healthcare Augmentation (ASTHA) Project, valued at ₹4,287 crore. Key highlights:

  • Enhancement of access to quality tertiary care.
  • Improvement in physical infrastructure and systems.
  • Construction of a new campus for Gauhati Medical College and Hospital, replacing the existing one.

This project will significantly upgrade healthcare facilities and services for the people of Assam.

7. Easing Admission in Medical Colleges

Amendments to the Medical Colleges and Dental Colleges of Assam (Regulation of Admission into 1st Year MBBS/BDS Courses) Rules, 2017 (as amended up to 2025) were approved to make admissions more inclusive:

  • Permanent residents of Assam who studied outside the state are now eligible for state quota seats if their last three generations are Assam residents.
  • Moran community members from Arunachal Pradesh are eligible for MBBS and BDS admissions under the state quota.
  • OBC/MOBC (NCL) candidates who failed to opt for or produce NCL certificates can submit claims anytime until the first round of counseling.
  • From the 2026 session, Moran community members living in Arunachal Pradesh will be treated at par with those in Assam.

8. Giving Wings to Students

To promote education and mobility, the cabinet approved:

  • Procurement and distribution of bicycles to 311,614 Class IX students in state government schools.
  • Financial sanction of ₹126.97 crore for reimbursing admission fees for 175,817 undergraduate first-year students under the Pragyan Bharati Scheme.

These initiatives aim to reduce dropout rates and encourage higher education.

9. Ensuring Welfare of Teachers

Prioritizing educator well-being, the cabinet decided:

  • Transfer of women teachers to their home or nearby districts after completing 5 years of service (specific to Dhubri, South Salmara-Mankachar, and Char areas).
  • Regularization of teachers under Sarva Shiksha Abhiyan (SSA) after 3 years of service, reduced from the previous 5 years.

These steps recognize the vital role of teachers in shaping Assam’s future.
